Data analyst finds nefarious evidence of vote ratio transfers in Philadelphia

Election officials in Philadelphia turned down Dominion Voting Systems in 2020 for fear the software would be used by foreign manipulators looking to interfere in the elections. Philadelphia ultimately settled and awarded the election software bid to Election Systems & Software (ES&S), but even this company contained a system that breached advisories put forth by the Pennsylvania Blue Ribbon Commission on Election Security.

The Blue-Ribbon Commission decided that ES&S put Pennsylvania's elections at risk "because of its voting methods and machinery." The Blue-Ribbon Commission also warned about the use of QR machines and bar codes that are not readable by humans. This method caused widespread reports of voter suppression during the 2018 midterms in Georgia.

Data analyst finds ES&S election software used a "Flip Set" across multiple precincts to conceal the transfer of vote ratios

A data analyst gathered election data directly from the New York Times feed in Pennsylvania on November fourth. After careful observation, he found that particular vote ratios were transferred between random sets of seized precincts throughout the day. He presented nine exhibits in a tell-all video that explains how the software manipulated vote ratio distribution using a complicated mathematical formula. The nine exhibits represent several hundreds of precinct seizure and ratio transfers on the day of November 4th. The same ratio transfers were observed over the following week. The vote steals were conducted over multiple days and provided the precise formula to conceal the vote theft across multiple precincts, as detailed in hundreds of thousands of pages of data.

ES&S coordinated a Biden victory by isolating a "Flip Set" from the expected vote count and the expected percentage. The software then splices the Flip Set into multiple "ratio sets." These ratio sets are assigned to precincts throughout the days after the election. When the "ratio set" attains the votes it needs, the set is released, allowing ES&S to insert the total into the city-wide count. To conceal the data manipulation, ES&S reassigns the same "ratio set" to random precincts throughout the day. This prevents the same precinct from showing the exact same ratio or the same set of precincts. The tactic allows the system to allot Trump an exact number of votes while starting Biden out with a minimum number of votes. The small remainder of votes in each precinct are randomly assigned to third party or to Biden. The ratio transfers, used across the entire city, allow Biden to compile the precise percentage gains needed to steal the election.
