Kazakhstan considering SURGICAL CASTRATION as punishment for the most heinous pedophiles

The Central Asian nation of Kazakhstan is currently considering a new law that will give its courts the option to surgically castrate the most heinous pedophiles in the country. This development came after experts said the current punishment of chemical castration is ineffective in stopping child sex offenders.

Chemical castration, which is considered one of the most stringent punishments for sex offenders, involves the administration of reversible medications, like injections or hormonal treatments, to temporarily lower testosterone levels in men. On the other hand, surgical castration involves an irreversible treatment – the removal of one or both testicles for men and one or both ovaries in women – to permanently reduce an offender's sex drive. Currently, Kazakhstan only allows several years of forced chemical castration for pedophiles.

Lawmakers from Kazakhstan's ruling Amanat Party, including Member of Parliament Einur Beisenbaev, argue that the current system of chemical castration is ineffective in stopping child sex offenders. Beisenbaev said child rape is happening more often these days, with 430 recorded crimes recently. He also clarified that the current proposal by the government would not apply to all sex offenders.

"We don't suggest applying it to all pedophiles, but we'd like to give courts an option of having surgical castration. If a pedophile attack is especially cruel, I believe surgical castration must be applied," Beisenbaev said.

Human rights activist Dina Tansari backed the argument of Beinsenbaev. Tansari argued that pedophiles could still pose a threat upon release, even after chemical castration.

"Impunity gives rise to new crimes. No chemical castration will help. We must take into account the fact that the medicine used in this procedure is very easy to remove from the body," she said. "Doctors say that its effect can be neutralized by alcohol. I believe this is a waste of public funds," she said.

Beisenbaev: Stronger measures needed against pedophiles

Beisenbaev cited a recent case involving the tragic death of five-year-old Erkezhan Nurmakhan at the hands of a 48-year-old pedophile named Saidolim Gayibnazarov last July.

Nurmakhan, a neighbor's daughter who fell victim to Gayibnazarov, was lured into the house of the perpetrator with the promise of money for ice cream. Gayibnazarov sexually assaulted the girl, suffocated her with a plastic bag and stabbed her eight times with a knife. After that, he hid her body in his attic and then calmly joined the search for the missing child along with her parents and other neighbors. Gayibnazarov, with previous convictions for killing a man with an axe, was sentenced to a forced chemical castration and life imprisonment in a high-security penal colony.

According to Beisenbaev, this kind of incident underscores the urgent need for stronger measures. He criticized the government for being "spineless" and accused it of pandering to pedophiles for not implementing "surgical castration."

"The government says our amendment for surgical castration of pedophiles violates human rights. Our government demonstrates its lack of backbone by not approving surgical castration as if we violate the rights of pedophiles because pedophiles are human beings. I believe they are not human beings. This [surgical castration] is a preventive measure. It sends a message to all pedophiles and other criminals of similar type, that this heinous crime will result in physical castration by court order," he said.
