The Trump administration's proposed "Board of Peace" will consist of approximately 10 leaders from Arab and Western nations, overseeing an international executive body that includes former U.K. Prime Minister Tony Blair, Trump advisors Jared Kushner and Steve Witkoff and other senior officials. Beneath this structure, a technocratic body of Palestinians—unaffiliated with Hamas or Fatah—is being vetted to govern Gaza's reconstruction.

Sources indicate that Washington is nearing consensus with Israel, the Palestinian Authority (PA) and regional allies on the composition of this interim government. However, Hamas remains cautious, fearing that the plan prioritizes Israel's security demands over Palestinian sovereignty.

The disarmament dilemma

A critical component of Trump's strategy is the deployment of an International Security Force (ISF)—comprising troops from Turkey, Qatar, Azerbaijan, Indonesia and Pakistan—tasked with overseeing Hamas' disarmament. Yet, regional powers have expressed reluctance to engage in direct clashes with Palestinian factions.

"Pakistan is ready to contribute peacekeepers, but we will not participate in forcible disarmament," a senior Pakistani official stated. Arab and Palestinian sources told Haaretz that no tangible progress has been made on Phase Two, citing Netanyahu's unwillingness to withdraw troops before Israel's upcoming elections. Meanwhile, Hamas refuses to disarm without a binding timeline for full Israeli withdrawal and clarity on who would control surrendered weapons.

Humanitarian crisis looms amid stalled talks

Despite the ceasefire, Israeli military operations continue at a reduced scale, with hundreds of Palestinian casualties reported since October. The humanitarian situation in Gaza remains dire, with shortages of food, medicine and shelter exacerbating civilian suffering.

Trump's plan allows Israel to maintain a perimeter presence in Gaza until Hamas is fully disarmed—a condition that Hamas sees as a non-starter. "The equation is simple: IDF out, Hamas out of power," a Western negotiator stated. "But Hamas must choose between governance and resistance—and Netanyahu must choose between politics and peace."

With Christmas nearing, the Trump administration is pushing for a breakthrough. However, the fundamental disconnect remains: Israel demands Hamas' surrender before withdrawal, while Hamas demands withdrawal before disarmament.
