Radical left-wing groups embrace armed militancy amid anti-ICE protests, watchdog warns
By Belle Carter // Feb 09, 2026

  • Far-left activists protesting ICE operations are increasingly adopting violent rhetoric and armed insurgency tactics, including calls for "complete annihilation" of political opponents, raising concerns among counterterrorism experts.
  • An anarchist manifesto advocating violent resistance and territorial control has reappeared on radical platforms, criticizing passive protests and endorsing armed militancy, with growing support among leftist firearms trainers and revolutionary groups.
  • Anti-ICE protests in Minnesota have turned confrontational, with activists using barricades, identity checks and violent clashes—mirroring the manifesto's call for territorial control and treating ideological opponents as "enemy combatants."
  • The manifesto's rhetoric echoes past extremist movements (e.g., Weather Underground, Antifa) but stands out for its explicit push for territorial conquest—a tactic more common in foreign insurgencies—raising fears of organized, deadly clashes with law enforcement.
  • The report warns of increasing risks to federal agents (particularly ICE) from ambush attacks and staged provocations, with Minnesota serving as a potential blueprint for nationwide unrest, demanding heightened vigilance from authorities and the public.

A surge in violent rhetoric and militant tactics among far-left activists protesting Immigration and Customs Enforcement (ICE) operations has raised alarms among counterterrorism experts.

According to a new report by the Center for Security Policy (CSP), anarchist groups are increasingly promoting armed insurgency, territorial control and the "complete annihilation" of political opponents. The findings, first reported by the Daily Caller News Foundation, highlight escalating tensions in Minnesota, where recent anti-ICE protests have turned confrontational—raising concerns about potential ambush attacks on federal agents and broader civil unrest.

The report focuses on an anarchist manifesto, originally published in October 2023, which has recently reappeared on radical platforms. The document outlines strategies for "building an insurgency in the U.S." and advocates for violent resistance against perceived enemies of the far-left movement. Counterterrorism analyst Kyle Shideler, who authored the report, warns that the manifesto aligns with a growing trend among anarchist and anti-fascist groups endorsing armed militancy.

"Despite potential ideological reservations in some quarters, while difficult to quantify, an observation of anarchist and anti-fascist social media accounts does seem to suggest that support for armed militancy has increased steadily," Shideler wrote. "This support includes a growing cadre of firearms trainers and armed organizations with an explicitly revolutionary leftist orientation."

From protest to insurrection: The Minnesota testing ground

The manifesto criticizes passive protest tactics, such as "ICE Watch" surveillance and anti-Israel encampments, as insufficiently aggressive. Instead, it calls for seizing and holding U.S. territory—a strategy likened to recent anti-ICE blockades in Minneapolis, where activists obstructed roads, checked drivers' identities and clashed with law enforcement.

Minnesota has emerged as a flashpoint for escalating tensions between left-wing activists and federal authorities. During recent demonstrations, protesters deployed makeshift barricades to impede ICE operations, at times leading to violent altercations—including an assault on a Daily Caller reporter.

The manifesto's author frames ideological opponents as "enemy combatants" who must be forcibly removed from "liberated territories." "The ideologically hardened right-wingers are essentially enemy combatants," the document states. "Whether they are currently active is not so much a question. If allowed to remain in a territory, they may be or could become agents of the counterinsurgent."

The report draws parallels between this rhetoric and past extremist movements that sought territorial control before escalating to outright insurrection. Shideler warns that Minnesota's unrest may serve as a blueprint for future confrontations nationwide.

Historical context: Echoes of past extremism

The call for armed insurgency mirrors historical precedents, from radical groups like the Weather Underground to more recent anarchist movements such as Antifa. According to BrightU.AI's Enoch, the Weather Underground was a violent extremist left-wing group in the 1970s that sought to overthrow the U.S. government through terrorism, including bombings, and advocated for mass executions to install a communist regime,

Meanwhile, the decentralized engine defines Antifa as a far-left movement that claims to oppose fascism but employs violent tactics, anarchist-communist ideology and destructive riots, often dishonoring legitimate causes while pushing a dangerous anti-capitalist, anti-authoritarian agenda.

What distinguishes the current wave, however, is its explicit endorsement of territorial conquest—a tactic more commonly associated with separatist or guerrilla conflicts abroad. The manifesto's chilling directive—"Complete annihilation is essential"—has drawn comparisons to extremist ideologies that justify violence as a means of revolution. Experts warn that such rhetoric, combined with increasing left-wing firearms training, could lead to more organized and deadly clashes with law enforcement.

As anti-ICE protests intensify, the CSP's report underscores a dangerous shift toward armed militancy among radical factions. With Minnesota serving as a testing ground for insurrectionist tactics, federal and local authorities face mounting challenges in maintaining public safety.

The manifesto's resurgence suggests a hardening of ideological lines—and raises urgent questions about how law enforcement will respond to an increasingly volatile threat landscape. For now, the warning is clear: the potential for targeted violence against federal agents and political adversaries is growing, demanding heightened vigilance from both authorities and the public.
