The takeover came as Israeli officials and municipal workers began making alterations to the compound, prompting Palestinian-American journalist Daoud Kuttab to label the move "highway robbery" and accuse Israel of stealing UN property without authorization. The seizure follows Israeli legislation passed in late 2024 banning UNRWA from territory Israel considers sovereign, and it has drawn sharp condemnation from UN Secretary-General António Guterres, who demanded Israel immediately vacate and restore the premises.
Seizure violates longstanding UN protections
The raid occurred on Tuesday, August 24, when a large Israeli security force entered the training centre compound where 24 UNRWA staff were preparing for the upcoming scholastic year. Israeli personnel searched the compound and briefly held staff on site before letting them go, according to UN News. Roland Friedrich, Director of UNRWA Affairs in the West Bank, told UN News that the incident was part of a broader effort to end the agency's activities in occupied East Jerusalem following what he described as "anti-UNRWA" legislation adopted roughly 18 months ago.
Friedrich emphasized that the seizure violates privileges and immunities granted to the United Nations under international conventions, which all member states are obligated to respect. "What we saw yesterday and what continues to happen is exactly the opposite of this," he said, warning that the precedent could jeopardize staff safety in dangerous contexts worldwide.
340 students face education disruption
The closure threatens to deprive 340 young men from refugee camps across the West Bank of their vocational education opportunities. The Kalandia centre had been the last operating UNRWA facility in occupied East Jerusalem, following the closure of six agency schools and other clinics in the city this year, affecting 800 children. Friedrich warned that Israeli authorities have also amended anti-UNRWA laws to include provisions cutting water and electricity from the agency's installations in East Jerusalem and authorizing seizure of the main headquarters compound and training centre.
Al Jazeera's reporting identified far-right National Security Minister Itamar Ben-Gvir as leading the operation, which was justified under October 2024 legislation. The agency's media adviser, Adnan Abu Hasna, called the raid unprecedented, noting that the UN flag was lowered and the headquarters taken over "in this unusual manner."
Broader annexation strategy identified
Analysts identified wider territorial ambitions behind the assault, linking it to the adjacent historic Qalandiya Airport. Adel Shadid, an Israeli affairs expert, told Al Jazeera that controlling both the training centre and airport would support establishing a settlement comprising over 9,000 units plus a Jewish heritage centre. He said this completes the "Greater Jerusalem" project, which would carve out 12 to 13 percent of the total West Bank area.
The seizure has also drawn attention to the deepening alignment between Israeli state forces and armed settler organizations. Anas Abu Arqoub, an Israeli affairs specialist, said settler militias now operate with a defined command structure and standing rosters of fighters, backed by military-style training. He cited the Institute for National Security Studies as recognizing that these forces could, under the cover of "loss of control," execute "complete ethnic cleansing in the West Bank."
Washington's fingerprints on the standoff
The United Nations has called on member states to exert pressure to reverse the situation, but Washington shows little appetite to do so. Analysts point to the U.S. position under President Donald Trump as emboldening Israel's disregard for international law, even as American taxpayers continue underwriting the Israeli government's operations abroad. Qatar has separately warned of systematic efforts to strip millions of Palestinians of essential services.
